Working Group for Project PLATINUM
(Project Partnership for Land Title Implementation for Urban Management)
The Ministry of Urban Development, Government of India (MoUD, GoI) is currently implementing GoI’s flagship program, the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) over a period of seven years (FY 2005-06 to FY 2011-12). JNNURM is a nation-wide program that is bringing about significant changes in infrastructure development and urban governance, including implementing the security of title reform. The Prime Minister in his speech at the JNNURM anniversary event in Dec 2009, reiterated the importance of the title and the GoI’s commitment towards implementing this reform.
MoUD, in recognition of the importance, relevance, and immediacy of the requirement of implementing security of title in urban areas, and in order to address the adverse impact of the absence of such system on the planned and equitable growth of urban areas, is undertaking the initiative to strengthen the ability of states to implement a system of security of tenure.
Towards this end, MoUD is undertaking Project PLATINUM for implementing security of title in urban areas. A National Working Group is being established, for Project
PLATIUM.
Terms of Reference of the Project PLATINUM Working Group
The Terms of Reference of this working group are to develop a detailed framework of implementation of Guaranteed Land Title in urban areas that can be used by state governments. This framework shall include inter alia:
i. Articulation of the benefits of a system of title to land and immovable property to state
and society, and recommendations of incentives for public acceptance
ii. The options on type of land title system to be followed
iii. A transition plan towards a system of Title
iv. An integration plan for rural and urban-land records, registration and title management
v. Building of robust system of maintaining Records of Title
vi. Recommendations on institutional structures for implementing and managing the title system
vii. Framework law for guaranteeing title
viii. A process map for moving to title deed based on evidence of ownership and boundaries
ix. Use of appropriate technology and GIS solutions for the revised processes
x. Potential for Integrating initiatives under different Government schemes and programs, which serve as input for implementation of system of Guaranteed Land Title (for e.g. NUIS, NLRMP, etc.)
xi. Any other issue relevant to implementation of security of title
Tenure of the PROJECT PLATINUM WORKING GROUP:
i. The tenure of the PROJECT PLATINUM WG for the above terms of reference will be nine months. This tenure term may be extended by the MoUD, via suitable notification.
ii. The Project Platinum WG will produce a National Guidelines for Implementing Security of Title.
iii. The Project Platinum WG shall be provided with necessary secretariat and infrastructure support
