11.15 to 12.45	LESSONS OF EXPERIENCE – UNLOCKING VALUES OF PUBLIC LAND ASSETS
	Session Chairperson — Ms. Isher Ahluwalia, Chairperson, ICRIER and High Powered Expert Committee. This session examined how land assets on balance sheets of public agencies can be leveraged and converted to infrastructure assets. This included various methods, issues and challenges in auction of land / land rights, transparency in market deals while maximising value, understanding underlying market trends, and using development rights to finance and enable appropriate planned development. This session will also examine how land / land rights can be used as financial contributions to PPP arrangements. Q&A to follow after one hour. Then a second Q&A at the end of the session Cases presentations by practitioners included – Cairo, Mumbai, Bangalore, Bogota, Gujarat
