Awards will be given to cases of excellence wherein eco-planning has been demonstrated in the following two categories:
- Township level: A number of above principles can be built into the plans for a city at a smaller scale, viz. a township. For the purposes of this competition program, a ‘township’ is defined as an area that has either a character of – residential use, commercial use, industrial use or mixed use. Nominations qualifying under the ‘Township’ category should have plans that have either been approved and are under construction, or plans that have completed implementation for a minimum area of 1 hectare.
- City level: The above principles of eco-planning can be built in at the city level. Even if not for the entire city or suburb, plans can be developed and projects implemented for smaller footprint, say an entire municipal ward. Nominations under the ‘City’ category, should impact a population of 5,000 persons or cover an area equal to one municipal ward, to be considered a city-level initiative. Policy and regulatory initiatives should not just have been declared or notified, but be in the course of implementation.

At both levels, plans should:
- Addressed needs of diverse stakeholders / users
